It has two rods - one of high quality magnesium which can be used to scrape off as a fuel and on of ferrocerium which you actually use to spark the fire. 

The magnesium shavings will burn on their own but they're great to add to damp kindling as it gets them alight a lot easier. The ferrocerium rod has around 8000 strikes so this fire steel is built to be with you for a long time. The two rods fold away for a nice compact unit.
